Organization Background
TCP-Africa is a common-benefit foundation established by The Commons Project Foundation to lead innovative digital health and employment initiatives across the continent. With a commitment to equity, digital inclusion, and youth empowerment, TCP-Africa works at the intersection of technology, health, and economic opportunity. We are implementing the Digital Jobs for Youth in Health (DJYH) demonstration program in Rwanda to create over 14,000 dignified work opportunities—primarily for young women—by enabling them to serve their communities as Digital Community Champions (DCCs).
Position Summary
The Deputy Program Director will support the strategic and operational implementation of the DJYH Rwanda Demonstration Project, a transformative initiative aimed at creating 14,640 digital jobs in health for youth, primarily women, across Rwanda. The role will involve coordination across local and international partners, oversight of program delivery pillars (skills, marketplace, career progression), and ensuring day-to-day execution aligns with the program’s goals of youth employment, digital transformation in healthcare, and poverty alleviation.
Key Responsibilities
Program Management & Delivery
- Assist the Program Director in leading all aspects of project implementation.
- Coordinate planning and rollout of the five key program pillars (skills & devices, marketplace access, career progression, ecosystem engagement, monitoring & evaluation).
- Support DCC program implementation, including recruitment, onboarding, training, supervision, and performance management activities in partnership with SFH.
- Track key performance indicators (KPIs) and manage program dashboards.
Partnerships & Coordination
- Serve as the day-to-day contact for implementing partners including Society for Family Health (SFH), ICT Chamber, and government agencies (MOH, NCSA, MINICT, MINICOM, etc.).
- Facilitate coordination meetings, technical working groups, and partner workshops.
- Assist in managing contracts and deliverables for local consultants, vendors, and external technical support.
Technology & Marketplace Oversight
- Work closely with the Director of Technology & Architecture to oversee marketplace customization and ensure technology supports DCC operations and training.
- Coordinate with the ICT Chamber on issue resolution and support for the marketplace platform.
Operations & Sustainability
- Oversee the deployment and tracking of stipends, devices, health goods starter kits, and revolving sustainability fund repayments.
- Monitor inventory flows and supervise the logistics and inventory manager to ensure timely provision of goods and support to DCCs.
Learning, Documentation & Scale
- Support documentation of lessons learned, best practices, and impact narratives to inform scale-up and external communication.
- Lead the development of donor reports and strategic communications materials.
Qualifications
- Bachelor’s degree in public health, development studies, business administration, or a related field; Master’s degree in a related field is an added advantage.
- Minimum of 6 years of progressive experience managing large-scale development or digital transformation programs, preferably in health or youth employment.
- Strong background in project implementation, team leadership, and stakeholder engagement.
- Demonstrated ability to manage complex logistics, financial tracking, and coordination in a multi-partner environment.
- Excellent communication skills in English; proficiency in Kinyarwanda is an asset.

Location and Travel:
This consulting position is in person at TCP Africa’s offices in Kigali, may allow for some remote work, and will require occasional travel (including potentially internationally to meet with the larger TCP team).
